Because let’s say you’re using traffic exchange A (TE A for short). For TE A to be effective for you, you need to build a downline in TE A.
So where can you promote TE A? Anywhere except in TE A!
Imagine you created a page promoting TE A and promoted it in TE A. Most, if not all of the people who would see your page are already members of TE A - it’s fundamentally flawed.
