Perhaps they are just getting warmed up to be the Inter-galactic Regulatory Agency of all 13-dimensions of the Space Time Continuum? And if so, no one should be surprise.

With the incredible success of Burt Rutan with SpaceShip One we see some 38,000 people who have paid deposits to get onto the waiting list to go into space for about $200,000 a pop.
